В Офисе Президента, правительстве, генпрокуратуре и областных администрациях состоялся ряд отставок чиновников. Произошли обыски у чиновников верхнего уровня украинской власти.
Одним из первых на неделе чистки попал в скандал замглавы фракции “Слуга народа” Павел Халимон. Причиной стало опубликованное журналистами расследование, согласно которому Халимон во время полномасштабной войны приобрел имение на Печерске стоимостью 10,3 млн гривен, хотя рыночная стоимость подобного здания составляет 50-60 млн грн. Дом оформлен на его, вероятно, сожительницу, которая еще в 2021 году приобрела более 40 земельных участков.
Громкое увольнение произошло в Офисе генерального прокурора Украины. Глава органа Андрей Костин подписал приказ об увольнении по собственному желанию своего заместителя Алексея Симоненко.
Он ездил в 10-дневный отпуск в Испанию без разрешения Президента Зеленского.
Нардеп Николай Тищенко сообщил в соцсетях, что находится в командировке в Азии и выполняет задание, которое получили депутаты – “развитие дружеских отношений в направлении Азии и Африки”.
26 января посольство Украины в Таиланде анонсировало встречу Николая Тищенко с представителями украинской общины в отеле Novotel. Депутат не назвал бюджет поездки, только добавил, что эта сумма будет задекларирована.
Однако председатель Верховной Рады Руслан Стефанчук утверждает, что не отправлял Тищенко за границу.
“Распоряжение на командировку в Таиланд, я как председатель Верховной Рады Украины, не подписывал”, — подчеркнул Стефанчук.
После скандала с Тищенко Зеленский заявил, что чиновники, депутаты и все госслужащие могут выезжать за границу только по решению Совета нацбезопасности и обороны. 23 января СНБО запретил чиновникам выезд за границу без уважительной причины.
Из-за страха перед возмущением избирателей депутат был исключен из парламентской фракции “Слуга народа”, лишившись должности заместителя председателя фракции.
Служба безопасности Украины провела обыски у украинского бизнесмена Игоря Коломойского утром 1 февраля. Сообщается, что силовики раскрыли масштабную схему присвоения 40 млрд грн бывшими менеджерами компаний “Укрнефть” и “Укртатнефть”.
В рамках уголовных производств задокументировано 10 эпизодов преступной деятельности.
СБУ и ДБР также пришли с обыском к бывшему министру внутренних дел Украины Арсену Авакову. Причиной, как рассказал сам экс-чиновник, служило рассмотрение по делу о закупке вертолетов Airbus французского производства.
“Закончили обыск по аварии вертолета. Смотрели контракты Airbus 6-летней давности. Конечно, ничего”, — объяснил Аваков журналистам, отметив, что контракты утверждали правительство и парламент.
В мае 2018 года представители Украины и Франции подписали в Париже соглашение на 552 млн евро, которое предусматривало поставки 55 вертолетов.
На одном из закупленных во Франции вертолетов Super Puma (Airbus Helicopters H225) разбился в Броварах глава МВД Денис Монастырский и другие представители руководства ведомства.
Аваков назвал проводившиеся обыски отработкой одной из версии трагедии в Броварах и сообщил, что представители следствия были корректны, но вместе с тем целесообразность обыска после шести лет после заключения контракта, по его мнению, “выглядит немного туповато”.
Государственное бюро расследований сообщило о разоблачении и.о. главы налоговой службы Киева Оксаны Датий, которую обвиняют в многомиллионных махинациях.
По данным ведомства, Оксана Датий злоупотребляла служебным положением и за неправомерную выгоду принимала решение о несоответствии критериям рисковости налогоплательщиков для ряда предприятий.
Кроме этого, как утверждают в ДБР, подозреваемая реализовывала через своих доверенных лиц схемы искусственного завышения валовых расходов некоторыми фирмами, ведения предпринимательской деятельности без регистрации ФЛП и предоставления недостоверных сведений о доходах. Такие схемы приводили к тому, что в теневой оборот попадало более 15 млрд гривен. Еще один эпизод, в котором фигурирует руководство налоговой службы, связан с незаконным получением возмещения НДС, в связи с чем “в тень” ушло около 30 млрд гривен.
Отдельно ДБР исследует образ жизни Оксаны Датий, не соответствующей ее официальным доходам. Топ-чиновник, по информации силовиков, имеет три квартиры в столице стоимостью около $1 млн, частный дом за $200 тысяч и два автомобиля, которые оцениваются в $150 тысяч.
Есть информация о том, что во время обысков у Оксаны Датий правоохранители также нашли списки желаний, которые она составляла. В перечне пожеланий указаны:

поездка в Лондон и на Мальдивы
люксовые часы Breguet
заработать миллион долларов
завершение ремонта в новой квартире
Стали известны некоторые подробности обысков, которые проходили в августе 2022 года у бывшего заместителя министра обороны Александра Миронюка. Он является фигурантом расследования мошенничества в закупках для армии.
По информации журналистов, во время обысков у Миронюка тогда нашли более 17 миллионов грн, около 400 тысяч евро и более 100 тысяч долларов наличными. Сообщается, что экс-замминистра в 2020-2021 годах занимался департаментом закупок МО.
Сразу после обысков, якобы, Миронюк предоставил суду нотариально заверенное заявление о том, что деньги в диване не его. Заявление он заключил через неделю после обысков, в нем говорилось, что деньги бывшему заместителю министра одалживала 86-летняя жительница Харькова Элеонора Думиньш.
Временно исполнять обязанности руководителя таможни будет заместитель Демченко Сергей Звягинцев.
Печерский районный суд Киева арестовал бывшего замминистра обороны Вячеслава Шаповалова. Его подозревают в закупке питания для ВСУ по завышенным ценам.
Суд арестовал Шаповалова на два месяца. Он также определил альтернативу аресту — залог в размере 402 миллионов 600 тысяч гривен.
21 января журналисты издания ZN.ua обвинили Министерство обороны в закупке продуктов питания по завышенным в несколько раз ценам. В материале говорилось, что цены на продукты втрое больше розничных в киевских супермаркетах. Соглашение стоимостью 13,16 миллиарда гривен заключили 23 декабря 2022 года, пишет издание. Речь идет об обеспечении питания воинских частей, дислоцированных в Полтавской, Сумской, Киевской, Житомирской, Черниговской и Черкасской областях.

A loud dismissal took place in the Office of the Prosecutor General of Ukraine. The head of the agency, Andrei Kostin, signed an order for the dismissal of his deputy Alexei Simonenko at his own request.
He went on a 10-day holiday to Spain despite President Volodymyr Zelensky’s direct ban.
People’s Deputy Nikolai Tishchenko said on social networks that he was on a business trip in Asia and was fulfilling the task that the deputies had received – “the development of friendly relations in the direction of Asia and Africa.”
On January 26, the Embassy of Ukraine in Thailand announced a meeting between Mykola Tyshchenko and representatives of the Ukrainian community at the Novotel hotel. The MP did not name the budget of the trip, he only added that this amount would be declared.
However, Verkhovna Rada Chairman Ruslan Stefanchuk claims that he did not send Tishchenko abroad.
“As the chairman of the Verkhovna Rada of Ukraine, I did not sign the order for a business trip to Thailand,” Stefanchuk stressed.
After the scandal with Tishchenko, Volodymyr Zelensky said that officials, deputies and all civil servants can travel abroad only by decision of the National Security and Defense Council. On January 23, the National Security and Defense Council banned officials from traveling abroad without a good reason.
In the wake of popular indignation, the deputy was expelled from the Servant of the People parliamentary faction, depriving him of the post of deputy chairman of the faction.
The Security Service of Ukraine conducted searches at the home of Ukrainian businessman Igor Kolomoisky on the morning of February 1. It is reported that the security forces uncovered a large-scale scheme for the appropriation of UAH 40 billion by former managers of Ukrnafta and Ukrtatneft companies.
As part of criminal proceedings, 10 episodes of criminal activity were documented.
The SBU and DBR also came with a search to the former Minister of Internal Affairs of Ukraine Arsen Avakov. The reason, as the ex-official himself said, was the consideration of the case on the purchase of French-made Airbus helicopters.
“We finished the search on the helicopter crash. We looked at Airbus contracts 6 years ago. Of course, nothing,” Avakov explained to reporters, noting that the contracts were approved by the government and parliament.
In May 2018, representatives of Ukraine and France signed an agreement in Paris for 552 million euros, which provided for the supply of 55 helicopters.
On one of the Super Puma helicopters purchased in France (Airbus Helicopters H225), Interior Minister Denis Monastyrsky and other representatives of the leadership of the department crashed in Brovary.
Avakov called the searches being carried out working out one of the versions of the tragedy in Brovary and said that the representatives of the investigation were correct, but at the same time, the expediency of the search after six years after the conclusion of the contract, in his opinion, “looks a little stupid.”
The State Bureau of Investigation reported on the exposure of acting. the head of the tax service in Kyiv, Oksana Datiy, who is accused of multimillion-dollar fraud.
According to the agency, Oksana Datiy abused her official position and, for unlawful profit, made a decision on non-compliance with the risk criteria of taxpayers for a number of enterprises.
In addition, according to the DBR, the suspect was implementing through her proxies schemes for artificially inflating gross expenses by some firms, doing business without registering an individual entrepreneur, and providing false information about income. Such schemes led to the fact that more than 15 billion hryvnias fell into the shadow circulation. Another episode, in which the leadership of the tax service appears, is connected with the illegal receipt of VAT refunds, in connection with which about 30 billion hryvnias went into the shadows.
Separately, DBR examines Oksana Daty’s lifestyle, which does not correspond to her official income. The top official, according to security officials, has three apartments in the capital worth about $1 million, a private house worth $200,000, and two cars valued at $150,000.
There is information that during the searches of Oksana Daty, law enforcement officers also found the wish lists that she made. The wish list includes:

Some details of the searches that took place in August 2022 at the former Deputy Defense Minister Oleksandr Mironyuk became known. He is the subject of an army procurement fraud investigation.
According to journalists, during the searches, more than UAH 17 million, about 400 thousand euros and more than 100 thousand dollars in cash were found at Mironyuk. It is reported that the ex-deputy minister in 2020-2021 was in charge of the procurement department of the Moscow Region.
Immediately after the searches, allegedly, Mironyuk provided the court with a notarized statement that the money in the couch was not his. He concluded the statement a week after the searches, it said that the money was lent to the former deputy minister by 86-year-old resident of Kharkov Eleonora Duminsh.
The Cabinet of Ministers dismissed the leadership of the State Customs Service.
Acting Vyacheslav Demchenko was fired from his post. Also, his deputy Alexander Shchutsky was fired. In addition, the customs violated disciplinary proceedings against another deputy, Ruslan Cherkassky. During the investigation, he was removed from his post.
Sergey Zvyagintsev, Demchenko’s deputy, will temporarily act as head of customs.
The Pechersky District Court of Kyiv arrested former Deputy Defense Minister Vyacheslav Shapovalov. He is suspected of buying food for the Armed Forces of Ukraine at inflated prices.
The court arrested Shapovalov for two months. He also identified an alternative to arrest – a bail in the amount of 402 million 600 thousand hryvnia.
On January 21, journalists from the ZN.ua publication accused the Ministry of Defense of buying foodstuffs at several times inflated prices. The article said that food prices are three times higher than retail prices in Kyiv supermarkets. The agreement worth 13.16 billion hryvnia was concluded on December 23, 2022, the newspaper writes. We are talking about providing food for military units stationed in the Poltava, Sumy, Kyiv, Zhytomyr, Chernihiv and Cherkasy regions.
