За словами голови Верховної Ради, Руслана Стефанчука в Конституції України нема заборони щодо проведення виборів під час війни.
“Такої заборони в Конституції немає. Така заборона міститься в Законі України “Про правовий режим воєнного стану”. І тому конституційної заборони проводити вибори під час воєнного стану немає”, – сказав Стефанчук.
Вибори – це базовий інститут демократії. Тому голова українського парламенту несе відповідальність за прийняття та наслідки закону, який суперечить Конституції України.
“І саме через це президент Парламентської асамблеї Ради Європи пан Кокс і інші колеги говорять про те, що все-таки необхідно докласти зусиль, щоб здійснити це”, – зазначив голова ВР.
За словами Стефанчука, найближчим часом питання щодо виборів буде вирішене.

According to Chairman of Verkhovna Rada, Ruslan Stefanchuk, the Constitution of Ukraine does not prohibit holding elections during wartime.
“There is no such prohibition in the Constitution. Such a ban is contained in the Law of Ukraine “On the Legal Regime of Martial Law”. Therefore, there is no constitutional ban on holding elections during martial law,” Stefanchuk said.
Elections are the basic institution of democracy. Therefore, the Speaker of the Ukrainian Parliament is responsible for the adoption and consequences of a law that contradicts the Constitution of Ukraine.
“And it is because of this that the President of the Parliamentary Assembly of the Council of Europe, Mr. Kox, and other colleagues are talking about the fact that it is still necessary to make efforts to implement this,” said the Chairman of the Verkhovna Rada.
According to Stefanchuk, the election issue will be resolved in the near future.
