На думку Залужного та Буданова, треба робити набір добровольців для формування професійної, добре підготовленої і тренованої армії. А не копіювати те, що робить росія.
В Україні є велика проблема: люди, яки хотіли, вже прийшли. Кого затягують? На жаль, відповіді хорошої тут не буде. Тут встає головний питання – мотивація для людей. Якщо не знайти для них мотивацію, то скільки б людей примусово чи не примусово, якимись хитрощами чи згідно з нормами законодавства, не загнали б на фронт, результат буде нульовим. Це те, що відбувається зараз, і це також треба визнавати відверто.
Виступаючи у вівторок, 19 грудня, на своїй великій прес-конференції, Зеленський повідомив, що військове командування бажає додаткову мобілізацію до півмільйона осіб (!). “Це питання військових … Питання дуже чутливе. Вони звернулися з приводу дефіциту [особового складу] та запропонували мобілізувати додатково 450–500 тисяч осіб. Це дуже серйозна цифра”. Я сказав, що мені потрібно більше аргументів”, – наголосив Зеленський.
Зеленський зізнався, що залишається питання про те, звідки взяти кошти на додаткову мобілізацію, яка коштуватиме бюджету 500 мільярдів гривень (!).

Here the main question arises – motivation for these people. If do not find motivation for them, then no matter how many people were forcefully or not forcibly, by some tricks or according to norms of law, would not drive to the front, the result will be zero. This is what is happening now, and it must also be recognized frankly.
Speaking at his big press conference on Tuesday, December 19, Zelensky said that the military command wants an additional mobilization of up to half a million people (!). “This is a question of militaries … The issue is very sensitive. They appealed about the shortage [of personnel] and offered to mobilize an additional 450-500 thousand people. This is a very serious number.” I said that I need more arguments,” Zelensky emphasized.
Zelensky admitted that the question remains of where to get funds for additional mobilization, which will cost the budget 500 billion hryvnias (!).
